Need Help with my Gigabyte R9 270x 4GB & Motherboard setup

Okay so I am making my first PC build ever, I got the CPU, CPU Fan, RAM, Motherboard, DvD Drive, Hard Drive, Wifi Card, and My GPU hooked in. When I flip it on, my fans run and everything works but, my Gfx card isn't spinning, and my USBs are not working to plug in a Keyboard. I am running the Corsair CX 600M, and gigabyte GA-970A-D3P Motherboard. Please help, if you can.
 
Couple of things here that first timers usually overlook. One, make sure that both the 24 pin ATX power cable AND the 8 pin cpu connector are plugged in to the motherboard. Up near the corner of the board there is an 8 pin socket that says 12v ATX and has holes for the 8 pin cpu plug to go in. Also make sure the graphics card is properly seated and the lock is engaged on the tang near the back end of the card. Don't force the card. Pull the lock away from the slot, in the opposite direction from the card, insert the card being carefull that the outside edge clears the motherboard edge so it can sit down in there and then return the lock over the end of the card. Also, make sure you have the card installed in the slot that is closest to the processor and says pciex16, not the one that says x4.

When I plugged it in I have done both idk if I am plugging the power supply up to it right? Do I just use one Cable or do i use 2 or idk where or what to exactly do.
