Black screen issues, driver issues, and more (New Build)

So I will start off with the specs of the build and move on from there.
i7 4790k
Asus Maximus Hero VII
GSKILL 2133 16gb(2x8gb)
Crucial M100 256GB SSD
(2)x XFX R9 280X's
Corsair H100i CPU cooler
EVGA 1000W G2
NZXT H440 Case
Windows 8.1
This is kind of a story, so I apologize. I built the system with all new parts other than the 2 GPU's which I purchased used. So I had everything working with the stock drivers from the Asus disk and all was well excepting the fact I could not install NETFRAMEWORK 3.5. What I believe happened was I upgraded to 8.1 (I had a copy of 8 and then did the upgrade to 8.1) and then I could not get it to install. I tried everything available on the web to fix it but was not able to, so since I really needed that for several programs I did a complete re-install. At the same time I added a new UPS to the mix, Cyberpower intelligent LCD (810w). Not sure if that caused an issue or not?

I used different drivers for the install (the most up to date ones from AMD and intel) and everything looked good for a short while, then I started getting some weird issues where it would boot into a black screen where just my mouse cursor was visible and able to be moved (this happened right after I unintalled my corsair link software since it was not working right). I decided to do a complete fresh install of Windows 8.1 and not mess with it. So, I did that, and installed the same drivers. Everything was working fine for a day or so, but then it booted into another black screen. So I booted up in Safe Mode and tried to see what was what. I ended up uninstalling the video drivers and then it booted back into Windows. I tried to reinstall the (14.4) drivers and each time I tried it would fail and reboot. The failure was odd, it would go into a messy blue/white screen (think of a messed up screen) and just reboot. I tried to download older drivers but AMD website was not letting me. I should mention I did uninstall and reboot and not reboot depending on the time I tried for each driver update.

I could not figure out what was going on and eventually it would not let me boot back into windows and so I did an OS refresh. I reinstalled all the factory mobo drivers (amd 13.2) and now things appear to have calmed down again.

Now I am afraid to install anything else, and I have a ton of Windows updates to do.

Does this sound like a video card driver issue, or possibly something else? I am sure I have tried other things that I forgot to mention but I wanted to get some feedback sooner rather than later.

Any help or thoughts would be appreciated.

Something else to add, I thought it might be a power issue somehow with my UPS, and so went back to just a surge protector. I am not even sure if that makes sense, but I was just so frustrated with the drivers and the rest of my issues that I just wanted to take it out of the equation.
