Will these specs run games at (preferably) ultra settings?

Depends on the PSU. If it's a good quality PSU that'll provide enough power to that system, then yes, you should be able to play games on ultra at good frame rates. If not, then you'll have to look for a better PSU.

Solution
The gtx 770 may or may not be fully compatible with that PSU. I believe you should be fine if you don't overclock the CPU. You might be closer on the max output of that unit. I'm not entirely sure. But I do suggest getting a better one. The CX series is more of a budget mediocre PSU. Not ideal for higher end systems. You should get good fps on ultra quality. If you're not or getting stability issues, I would suspect it's the PSU.

I would guess it's CX 500. It's not a bad PSU, just not recommended for heavy use. A Seasonic m12II 650 or XFX pro 650 is recommended here.

I hope you have a z87/97 mobo with that 4690K :). Yes, your system will be able to rum all modern games at ultra @1080P. I would recommend upgrading the PSU down the line.
