Are you using nVidia ShadowPlay functionality?
If so you shouldn't see a performance hit when streaming, you fps shouldn't drop since it is a hardware implementation. Your cpu will have a little extra work but not enough to really affect fps.

I'm guessing your internet connection is the problem. You need very good upload speed for 1080p streaming.

Also if you would like to increase your game performance you would probably want to upgrade your graphics card as it is kind of the bottleneck (but again this will do nothing or not much for streaming). My general rule of thumb for gaming is price GraCa = price cpu + mobo to have matching components as games require more gpu than cpu power.

No, I haven't used shadowplay. I have 50 mbps download and 5 upload. I guess I want to upgrade to something a little newer.

You should upgrade you CPU to i7-4770 or similar. (Get the "K" version if you're going to overclock) And your GPU Is pretty weak I'd recommed getting a GTX 770 or GTX 760. (If you have a bit more to spend get the GTX 780 :p) What's your upload speed? 1080p streaming needs 6Mb/s or higher. Oh, if you wanna get the i7 you will have to upgrade your motherboard. (Since it's a LGA1155 Motherboard)

It's currently 5.I think I need to upgrade to 10 upload. I was hoping to not have to do that. I have been looking at the 4790k, and the 770 sc version.

I would look for gtx 770 and up, maybe even wait a little for the new 900 series to appear if you have the cash and time.

Definitely try shadowplay it will reduce the load on your system for streaming but it won't overcome the "bad" internet connection.
(EDIT: Just noticed shadowplay only offers 720p streaming, probably because not a lot of people have internet fast enough for 1080p.)

So what do you need for 1080p streaming? You might want to dubbel check this for yourself but I would advice at least 1Mbyte/s (so that's 8Mbps).
