If i get this fan controller (http://www.pccasegear.com/index.php?main_page=product_info&cPath=9_511&products_id=24878), as it has 5 x 30W channels, would it take 150W constantly from my PSU (whick is only 750W)?

You would need multiple uber fans on each channel to draw 150W. It will draw as much as it needs to, with a max of 150W split by 5 channels.

I think it just means that it can allow fans to draw up to a maximum of 30W, so any huge fans or anything like that won't be bottlenecked by the voltage
