i7 920 OC not working in Windows 8.1

I've had an i7 920 with a Gigabyte GA-EX58-UD5 since 2010, and since then it was oc-ed @ 3.7Ghz - Stable (overnight stress test in prime95).
It worked like this for the last 4 years, until now.
I've had Windows 8 since it came out, and then I upgraded (fresh install) to Win 8.1.
Recently the mobo had reset the oc back to the stock setting,
I've used my standard setting to OC it again, but when I boot into Windows it doesn't read the OC.
I turned off turbo boost but when I turn on CPU-Z it still shows the multiplier is at x21 instead of x20.
CPU-Z reads the 3.88Ghz OC but benchmarks don't show even a 1% increase in performance.
CoreTemp used to read the clock and showed 3.7Ghz or in this case 3.88Ghz, but doesn't anymore, it shows the stock 2,7Ghz.

My question is - how to fix it, because it seems like the OC isn't even applying (when booting the BIOS shows the correct settings i7 920 185BCLK x20 mult. = 3.7Ghz).
