Windows stops at windows loading

My computer froze. I restarted. Then went to screen with options to start in safe mode, start windows normally etc. When booting to windows normally/last known configuration windows goes to "windows loading" screen and picture is very faint. Picture isnt faint until it tries loading windows.

Steps ive taken:
-System recovery with 3x hard drives - It says loading windows files with gray progress box, then freezes doing nothing on all three hard drives.
-uninstalled aftermarket video card to rule that out.
-Tried booting with only 1 of 2 ram sticks installed to rule out bad memory. Switching them in/out same issue.
-tried booting each hd from sata ports 1-6 so it isnt sata ports?
-Changed bios boot order to cdrw - tried booting from windows system recovery disks (2 diff ones) and all hd's i tried stall after loading files or windows loading.

Each hard drive stalls at "windows starting" (Or the ones that have an os on them do .. The one with no os that was set to slave doesnt say no os found, nor will boot with system recovery cd)

What else could cause the same issue after switching hard drive out 3x trying to isolate issue? Would the pc even start if motherboard/cpu is bad?

Would really appreciate some help this one has me stumped. I was certain I had a bad hard drive but have already switched it out with 3 others and same issue.

Will not boot with cd - stops after loading files.

If you changed RAM and hard drives, and it won't even start a Windows setup on the system, it looks like a motherboard issue. You can try a different SATA cable maybe or do a BIOS reset (shuld be a jumper on the motherboard).
