Sapphire R9 270x Low Frames

When playing games i get almost throttled by something. I play World of Warcraft and on medium settings I don't get above 30fps. It fluctuates between 15-30 most of the time. I've narrowed this down to being the fault of my GPU. Below are some screenshots of it being at very low usage (28% load).

I've looked at my Sapphire Trixx software and here are my current settings.

I would be very appreciative if someone could help me in fixing this problem.

My system specs:
CPU: AMD FX 8320
GPU: Sapphire Dual-X Radeon R9 270X OC 2GB GDDR5
RAM: 8GB G.Skill
OS: Windows 8.1 64bit
Motherboard: MSI 970A-G43
PSU: Corsair CX750

It is your board, your vrms have no cooler and the power phase simply won't match up with that processor. I really try to avoid people buying new components as much as possible, but you are kind of stuck in a situation where you most likely will need to buy a motherboard that will match your processor. By any chance are you in a non air conditioned room? The only other thing that you could try is to buy some vrm heatsinks for that board http://www.amazon.com/Cosmos-Copper-Cooling-Heatsinks-cooler/dp/B00637X42A/ref=pd_sim_pc_3?ie=UTF8&refRID=08A7E04ACMG3X9YCZ1XY I have used these before, but yet again this may or may not work and if not you will be stuck having scrap metal. As a permanent fix I would buy this motherboard...
use hwmonitor for more accurate readings. core temp should be <60c and socket temp <70c that would be package and cpu temp as seen in hwmonitor respectively. your mobo has really weak vrm and most probably the culprit. also use cpuid and ensure FX 8320 reaches its rated ghz under load(strerss test). if frequency is flactuating you do experience throttling, crippling gpu performance. cpu overclocking shouldnt be taking place!

Just did a Prime95 test, had to stop it as the CPU temp was very high.

your problem is cpu temperature related, check the cpu heat sink if its placed correctly, ehich cpu cooler are u using?? is the cpu overclocked?

I'm using the stock heatsink + fan from AMD, I have reseated the heatsink in case it wasn't on properly and it made no difference. The CPU isn't overclocked.

Could you try using hardware monitor to check the temps?? post the temps with that program, gives more information

I installed HWMonitor and it does give me more accurate readings. From it I can gather that the CPU isn't bottle king the GPU. I'm still confused about the low loads of my GPU though.

It isn't your cpu or gpu, if you go in and run prime95 again and look at the temp of the vrm, and also what speed your processor is running at you should see it throttle because that 970 board from msi has very cheap very generic vrms, it also doesn't have the best cooling. Go back like I said and run it and monitor the vrm temps as well as the clock speed in prime95 and you should understand what it is that I am saying. That board can't handle a 125w chip, I wouldn't go over a 95w chip on that board.

At the moment I'm stuck with the components i have (although i can get a new CPU cooler). I ran the test again, the CPU only pulls 61.80w after 10mins or so. What would be the best solution to fix this problem then?

For now I'm going to order some VRM heatsinks to try and get rid of the problem. I'd rather spend less than $10 on a potential fix rather than over $70 for a secured fix. Thanks for all your help and i'll update this thread in the coming weeks.
