PSU FSP SAGA 450 good for AMD radeon 270x ?

No, you can't just add them together to see how many amps you have. You have to know how many watts it puts out on the +12v line(s) in total which for the FSP Group SAGA+ 450R is 324W, then divide it by 12v to get 27Amps. In this case, adding the two 12v line's amps up works out to be the same, but that's not always the case.

I would consider that one marginal for the R9-270X. Does it even have 2 x 6 pin PCIe power connectors?

At +12V, that will draw 15A when it reaches its TDP. Where did you come up with 24A?

That "500W" PSU has the same +12V ratings as my little Seasonic 300W! So it is not anything I'd consider for a R9-270X. You need a +12V rail that is at least 40+ amps and 480W to be able to run the card and the rest of your system w/o problems.

Well, it does appear to have the necessary PCIe power connections the card requires. But with that small +12V capacity, I don't think it will be a good PSU for the R9-270X. At 408W on the +12V rail, that is only 34A capacity. Personally, I wouldn't use it.
