cpu overclock dipping

I went into my bois and changed the cpu ratio to 4ghz when i open cpu-z i look at the core speed it dips up and down must it do that?but when i run quick stress test it go`s to 4ghz dip like to 3999ghz,so is it overclocked or not?should it be stable at 4ghz and not dip?if must stable what must i do it is an intel g3258

3999ghz that is one crazy oc, you should submit that for an oc record. Jokes aside, dipping to 3.999ghz is normal. Even in normal speed it won't be exactly 3.200.
There are several settings that can contribute to this happening.

First, go into Windows Advanced Power Options and be sure that your setting is "High Performance" and not "Balanced". See if that does the trick.

If the clock speed is still fluctuating, go into the mobos BIOS and look for "Turbo Boost" and disable it. If that did not help, go back into the BIOS and disable "Enhanced Intel SpeedStep Technology" (EIST).

That should get you running a a constant clock rate.

It's called Intel Speedstep. It's a heat saving, power saving software run by the Bios. When you need the speed, it applies full turbo, which you have set at 4GHz, and when you don't need it because the pc is idle, no programs, no Internet etc, the IS kicks in and slows the cpu to @1.6 GHz normally. This can and probably does extend the useful life of a cpu, as it is not running full speed with max voltage and current being shoved through.

So yes, your pc is over clocked, the turbo is higher than factory set, its only applied when needed, instead of full time.
