Will this GPU play games at high to ultra settings?

Med-high in most games. The igpu will do more for pixelization, stuttering etc and making the picture look better, than it will for increasing the fps. If you want high-ultra then you'll need stronger cards like a r9-270 or above that have the shaders, rop's and bandwidth to handle the amount of information such intense graphics use.

Sorry, but the r7 250 is a low-mid range gpu. At 1080p, you will only be able to run GW2, BF4 and Crysis 3 at low-medium settings. League of Legends should run at medium settings just fine. Runescape will run well.

To run all those games at least at high settings, you're probably going to need to buy something like an R9 280/x or gtx 760.
