PC Won't Start with New CPU Fan and PSU (Not Average Situation)

Hi all!

I hope I have this in the right forum. You guys have helped me on a quite a few issues before, and I'm hoping you guys can help me this time. :)

I have my own (tiny) IT Support and computer repair business, and my client recently contacted me because one of their computers had the CPU fan crap out. I took it home and verified that it was indeed the CPU fan (bearings had worn out). The original fan is a 12v 95 mm, 3 pin connector, nothing really fancy. It came with the tower (the whole thing came as a kit with security cameras, monitor, scanner, mouse, etc), and since I had recently replaced one of their other computer's PSUs, I figured I'd go ahead and replace this one as well since it was the same age.

The original CPU fan was the type with the posts that press down and turn in. The new one I picked up is identical, spec-wise, except it has a four pin connector and is the screw-in type. I put the new PSU and fan in, being careful to make sure that the CPU fan was properly adhered to the CPU (gotta love Arctic Silver), didn't get any on the motherboard, made sure the motherboard was sitting correctly on the stands? I forget the term for the little gold pieces that hold the mobo above the case. I plugged everything in, double-checked myself, the green light came on on the mobo, so far so good. I pushed the power button on the tower, and nothing happens. I took everything out that was essential to the computer starting (1 stick of RAM, CPU plugged in, mobo plugged in, graphics card properly seated), pressed the button again. Nothing.

At this point, I'm worrying that I fried the motherboard somehow, although since the green light came on, I'm hoping that I'm wrong. Just for the sake of troubleshooting, I plugged the original PSU and CPU fan back in, and voila! Computer starts up.

With the original PSU still in, I tried plugging in the new fan, and nothing happens.

Do you guys have any suggestions? I'm thinking perhaps I need a 3-pin fan as opposed to the new 4-pin?

(Note: I've been working on computers for upwards of 10 years now. I started out when I was 4, and I'm 32. I am by NO means an expert and don't have a lot of fancy training. I am, however, officially stumped.)

Oh, I didn't see that. The only problem is the new fan then? Have you tried it with no fan? Don't keep it on, just see if it starts up. Also, maybe try tightening the fan more or less. With a bent pin, it wouldn't run with any cooler, unless one was applying just enough pressure for there to be a connection and one wasn't. It couldn't hurt to check.
