new build-graphics card getting no frames?!

hey guys, i jsut built my new computer. i had some problems with it earlier, my ram slots are shot so i can only use 1 stick at a time... but thats irrelevant because 4gb is enough... kinda, and ill be replacing it soon.

i hopped into a league of legends game and i was only getting 12-15 frames on medium settings... on a EVGA Geforce GTX 770 sc acx.. what the heck is going on here?

keep in mind this system is completely new and does have much on it at all, the os has only been installed for 3-4 hours. what can i do to make my card work at full capacity?

may help update drivers and reboot.did you connect monitor to gpu.

i do have an hdmi connected to the card and i am installing the drivers as we speak. should i reboot?

g.skills ripjaw 4gbx2 (but just 1 obviously)
crucial mx 128gb ssd
win 8.1
phantom 410
seagate 3tb hdd (i didnt connect it yet because i want os and stuff on my ssd)

any other questions?

but is there anything you can say that is generally a fix to a brand new graphics card getting super low frames?

okay, i did a various number of things and i did get it to run 60 on max. ive seen this card benchmark way more thatn 60 frames, but mine stays consistently at 60, without ever dropping. im assuming that i have a setting that limits it at 60, how can i turn this off?
