Hi - Yes - a good quality 750w modern design PSU will do it.
From Guru3d
"AMD R9 280X - On your average system the card requires you to have a 550 Watt power supply unit.
AMD R9 280X Crossfire - On your average system the cards require you to have a 750 Watt power supply unit as minimum.
If you are going to overclock GPU or processor, then we do recommend you purchase something with some more stamina."

If you plan on frequent OC, maybe consider going to an 850w unit.

thanks, i dont trust any watt calculator seeing as they recommend 1100w+
and i figured 750w would be a good choice

Enjoy - just be sure to go with a decent quality brand/mfg. There are a lot of garbage
PSU's out there that don't deliver their published specs.
