i going to upgrade my gtx 670 to r9 290 do i have to upgrade my current cpu i5 4440

You don't have to. I would simply give it a go without upgrading the CPU for a bit. Play some games, enjoy the beauty that is a new GPU. Then, if you notice that your CPU is showing rather high load during gaming (Ctrl-Shift-Esc, for the Task Manager in Windows 7/8), consider a CPU upgrade.

Without giving yourself the opportunity to enjoy your system at it's current level with a new GPU, you wont get to enjoy it all over again when you upgrade the CPU (as I assume you probably will eventually).

The 4690 would be a waste of money. An upgrade to an i7/E3 series, broadwell wouldn't be a bad idea, if you have an H97 or Z97 board already. If you do not, and you can get a good deal on selling the i5, and really want to upgrade now, I would look at a Xeon 1231v3. You would be better equipped for games that use more than 4 threads, as they start to emerge. To be honest, though, your i5 is still pretty good.

H97 will support Broadwell. Do not bother getting another i5. It is not worth the money. The 1231v3 I mentioned is basically, from a performance standpoint, an i7 4770 without integrated graphics. Either get that, or wait for a broadwell version of the Xeon, if Intel keeps its current pricing strategy. It will probably be like a 1230v4 or something.
