Do you already have the mobo? I'd probably go for something like a FX 6300 with a R9 270.

Yes I do, I know Amd can give me a bit more value but I wanted to give intel a try. Since I have never have had an Intel build I have only have had Amd computers for the past 12 years 3 pcs to be honest.

Would it fit in a Rosewill mAtx FBM-01 case?

The Rosewill website doesn't list clearance for that case. The card is 10" long, so if you already have the case it'd be best to measure it, but and looking at photo's of the case as to where the GPU should sit, it doesn't look like the cages would interfere with the GPU and the total depth of the case being 13.78" means that there is 3.78" for the face plate, panels and a fan, so I think it should fit.

What about the AMD Radeon HD 7770, I plan to play games in 720p or 1366 x 768 resolution maybe 720i or 1280 x 720, I will be using my tv a 32 inch JVC. I was thinking at playing games such as command and conquer 3, Witcher 1 and 2, Starcraft 2 , Civ IV and V, and Skyrim. Maybe Battlefield 3 but I have it for xbox 360, despite its lower graphics on console at least it runs smoothly. The 7770 seems to be a good budget gaming card. my main goal is to play on medium, maybe high settings in others.Even on low, pc games look better than consoles, or at least that is what I keep reading around the internet.

And also, is it possible to overclock the Pentium G3258 on the MSI B85m-G43 motherboard? I have read articles and blogs about it being to "unoficially" able to overclock the pentium or something like that through a BIOS update of sorts along with asus.

As I said, I can't find clearance specs to give you a definite answer as to what will fit, but i'd say anything 10" or under you shouldn't have to worry about, over that i'm really not sure. Up to 11" might be ok, that would still leave over 2" for the face plate, fan and panelling, but any longer would be getter really iffy unless you measure the clearance yourself, and even that might not fit as I really cannot be certain.

The R7 260 is basically a refresh of the 7770, so the r9 270 is about 3-4 tiers higher. If you're going for the 2gb version of the 7770, it's really not much cheaper than a 270. You can get a 7870 (basically a R9 270) for a pretty good price at the moment.

Some B and H boards can do a non-Z ovcerclock. It's not officially supported by Intel, and it's possible they could patch the hole in their chipset code that allows it, although seeing as it has been going on since last year and with the release of the G3258, it seems unlikely to be patched now. You'll need an aftermarket cooler if you are going to OC, I usually recommend the Cooler Master Hyper 212 EVO for basic overclocking.

Would the Pentium G3258 bottleneck the 7870?

Is the XFX 7770 Ultra Overclock Edition a good card for gaming at 81 dollars

good thing I do not play Arma nor DayZ, nor plan to in the future really.

Just tell me which CPU and GPU combination should I get, also my budget has decreased down to 200 (had to buy course reader today for my english 100 class), I am really giving thought to buying the Pentium, but you are the expert in this field of graphics and processors.

I do like the Pentium in budget builds. It's a really good value CPU. I'd probably go with the G3258 and spend my remaining money on the best GPU you can afford.

well in my 200 dollar budget, I will buy the Pentium G3258 and the XFX 7770 Ultra overclocked Edition 1gb totaling 150 dollars, the extra fifty will be for buying more games instead. I am not looking to play the newest games at the highest settings, but rather the kind that cannot be played satisfactory on either the Evga FX5700 Ultra or the AMD Radeon HD 6310m on either the Athlon XP +2200 or the E-300 "Zacate" APU. I will finally be able to play newer games at decent settings mostly medium maybe.

Thank you very much for your suggestions and responses in helping me choose a good combo.
