i wanted to know that is ZOTAC NVIDIA GTX 650 Ti 1GB can works fine with these psu
Corsair SMPS CX430 430 Watts PSU

My pc spec are
Processor - I3-3210 3.2 GHz
Ram - 4gb ddr3 1333 MHz
MotherBoard - Intel dh61ww
OS - Windows 7 ultimate 64bit
And Also tell me that Gtx 650ti is compatible with my mother board intel dh61ww

and it's maximum power consumption is 110 Watts is it is too much is it will fine with Corsair VS450 450 Watt PSU??

That lower end GPU should be fine with the heat.

No it should be okay, check the gpu temos when it's summer, if it's above 80 ish under load it should be okay, anything over 80 you might want to imprive airflow
