Change boot priority or insert boot media

We recently bought 2 new PC units. It's an AMD A6 with a gigabyte Mobo.

So when we hooked it up on a monitor, it says: "Change boot priority or insert boot media".

Checked to see if the SATA was cabled in properly and it is (SATA 0), tried restarting on different SATA ports but nothing is happening. COuld it be that my Mobo is defective? I can't even go to BIOS SETUP or the screen when it says that i should press "DEL" to enter setup, it just says outright that i need to change boot priority.

Checked the other topics here but all seem to point out on HDD problem or Windows problem, thing is, my HDD is brand new is everything else and haven't even installed windows yet.

PS: The new unit we bought does not include a CD/DVD rom

"Change boot priority or insert boot media"

It's prompting you to boot from a Windows installation CD or DVD - which of course is "bootable media". No need to get in to BIOS Setup for that, the PC will boot from the installation disc by default anyway if that's the only bootable media it can find.
