I have a 1TB Serial ATA 111 7200rpm in my dell 620 inspiron desktop, can I change it for a 9800rpm version please without any issues?

Yep - just put Windows on it.

Yup, but get an SSD or an SSHD (SSHD is a hybrid of a SSD and a HDD) you'll get faster boot times but mechanical drives are cheaper for more space. But you will have to reinstall windows.

For the price of a 10000 rpm drive, your better off getting a SSD and keeping the old drive - just format it.
