Is gtx 650 or gtx 750(not ti or boost)
Enough for med-high end gaming
For playing games like watch dogs assassins creed 4-5. Gta5 @high setting

I will be coupling it with
-i7 4770. 3.4 ghz
8gb gskill ram. 1600mhz
Playin @ windows 8.1

Or should i buy gtx 750ti 2gb(tight on budget)
 
Solution
If you want something to run games at high, an R9 270X is great for 1080P. If you want to max games out at 1080P, an R9 280X will destroy anything thrown at it, and can handle 1440P as well.

I suggest getting a core i5 and getting a better GPU, maybe a GTX 760 or 770

Definitely second that
I7 is a complete waste of money on gaming, if you are buying an entry level graphics card.

If you get an i5, you have another $100 for a video card.

The 17 and an entry level video card, makes a little sense if you play Flight Simulator, but not for most games.

You will see very little if any gain with an i7 in games, unless they are sim like.

problem is that the pc wont be just used for gaming. my monitors resolution is 1440x900 but I might use it with my bravia (hdmi)
so I think gtx 750 or 650 are not an option
so I can choose between gtx 750ti 2gb or r7 265 2gb cant go to gtx 760/70 (out of budget)
