Poor performance on Gigabyte R9 270x 4g

I am having poor performance on Planetside 2 even thoughI I'm well above the recommended settings.
My gaming computer is brand new and not even a month old and I'm quite displeased.

Other thoughts:
Motherboard:ASUS Sabertooth 990FX R2.0
CPU:AMD FX-8350 Black edition
GPU:Gigabyte R9 270x 4gb
RAM:Corsair Vengeance 8gb
PSU:Corsair CX 750wat
storage:1tb western digital

Make sure you have installed the correct drivers for your 270x from here http://support.amd.com/en-us/download (EDIT: Correct link given, had wrong one before)

ok,I will,and another thing. When I enter the catalyst control center and go to graphics overdrive,the GPU clock says 300mhz.
shouldn't that number be a little bigger?

I think that 300MHz is what the card is currently running at, when you put the GPU under some stress, that number goes up. I am in CCC atm and mine also says 300MHz.

Download ASUS GPU Tweak or MSI Afterburner and see what the numbers in there tell you

The CCC shows you the current GPU clock.

Since you are not running any graphics intensive application the card clocks itself down to save electricity.
What you need to do is monitor the graphics card's usage while you are in a game.

Download MSI Afterburner and run the game. After a bit of playing check Afterburner's GPU Usage in the monitor window. GPU usage should always be around 100%. If it is too low another part in your computer might be bottle-necking the card.

It seems to be better,I'm getting a average of 45 fps on planetside 2 while all graphics are on high
