Computer turn's on then off after 5 seconds and continues in a loop of rebooting.

I need help fixing my computer that has only been used for a year. I built it myself and wanted to use it recently but unable to do so as turning it on has no success. It get's stuck in a loop of rebooting. I haven't tried anything yet because i honestly don't know what the source of the problem could be. Everything is sturdy in place having checked all the cables. The fans and lights stay on throughout the whole rebooting process, never turning off. I am wondering if this is a PSU or motherboard problem. Also, with the stock fan and thermal paste perhaps being worn. Could it be a CPU overheating problem?

Here are my specs:

Intel core i5 3570k s1155 (Stock clock)
MSI Z77A-G43-GAMING Z77 Mobo
CORSAIR CX 600W
8gb 2x4 Corsair vengeance Ram
1Tb Seagate hard drive
Windows 7 64bit
1G EVGA GTX650Ti

I appreciate any help given.

It get's nowhere near to windows. It almost get's to the BIOS but then repeats the cycle of turning off then on. Removing the hard drive had no effect at all. So it's probably concerning only the PSU, CPU and MOBO.

 
The best way to test:
1) Replace the PSU (this is the easiest to do).
2) Replace the mobo

75% of the time, this would be PSU related....as the mobo is powering up (indicating that initially power is flowing to all connectors on the mobo).

Make sure that all fans are spinning on the system - if a fan is not operational, it could be creating a heat condition (although unlikely since you don't get power for very long).

I don't mind replacing my PSU and mobo... I just hope that the rest of my hardware works right? And what about windows 7. If i replace the motherboard does that mean i need to re-install windows or wipe my hard drive?
