windows 7, VERY slow Ethernet connection

Hello!

First, i'd like to mention that i went through a LOT of topics around here and (using google) on a lot of good and professional websites, and still have no solution for my problem.

my problem is:
I have a PC, with WIN7, and experiencing a VERY slow internet connection, as well as LAN speeds.
the ping times to my router (192.168.1.1) are 100ms-1000ms, and the download speed (from Nvidia) is 10kbps-20kbps.

the Connection speed at the connection details says 100mpbs, though the lan card is 1gpbs

i have another 2 Laptop with wire connection, a laptop with wireless connection, and as well as some smartphones - and all of them are working perfectly.

i have tried:
* format + re-install windows
* changing DNS (though the DNS is fine - other working computers using the same one)
* changing Ethernet card (bought a new one)
* disabling ipv6
* changing router (to same model)
* change the network card to full duplex mode
* and more small tweaks

none of the above changed a thing.... :( 

my internet connection is 100mbps, and at the working computers my download speeds are 10MB/s.

LAN speed is determined by the media used and capabilities of the computer and the router. Is your router Gigabit compatible, and if so, have you tried a different cable?

Hey cklaubur,
my router is perfectly fine, as i mentiond - i have other perfectly working devices connected, some of them are PC's with the same operating system.
i have also tried other working cables (specificly the ones that work with the other PC's)

have any idea? i'm pretty much lost :S
