Help! Budget Gaming System

Hello, I've been lurking around on the forums for a while without making account, and after some research I've come up with a build that I really like, what I'd like to know is, will I be able to get this CPU from 3.8GHz to 4.5GHz with the cooler and mobo I'm getting? Also, would I be able to overclock the graphics card I'm getting aswell? Would I be able to get it to higher than 4.5GHz, as I've seen alot of people getting it to 4.6GHz with just the stock cooler.. maybe 5GHz+?

Also, any other general improvements?
NOTE: I cannot spend more than I'm already planning to! I'm really stretching it!!!

Will this build run BF4, DayZ, Call of Duty: Ghosts, ArmA 3, Crysis 3 on ultra?
Sorry for having so many questions, this is my first build, coming from console, I've finally seen the light of PC!

Well for starters don't get an Athlon, get the Pentium G3258 + a matching motherboard. It's faster than the Athlon, has an upgrade path, and costs less as well.

I can post a build if you give me a budget.

I am absolutely set on the 750 TI FTW from EVGA or the Sapphire / Toxic R9 270X for the graphics!!!!

Thanks, still looking for a case with a side window on the left panel when faced from the front though..? Suggestions would be much appreciated. Also any ideas on the kind of FPS that build will get on the games mentioned in my post on ultra settings? Suitable for light streaming?

Yes its the same case that I chose , The Ultra settings will do fine on 30-40 FPS 1080p or 50 FPs with no AA .

Actually never mind, that case will work fine. From the pics on pcpartpicker I couldn't tell what the inside looked like, however I googled it and it does have some slots for cable management.
