I was wondering if this build could run Bf4 on high or ultra with its current specs.

And if any recommendation on an upgrade that keeps it under 900$ that would be appreciated.

Specs:
Case: Apevia X-Dreamer 4($49.99)
CPU: AMD FX-6300 3.50 GHz six core.($109.99) With added liquid cooling(CoolerMaster Seidon[ $49.99])
MoBo:GIGABYTE 970A-DS3P AMD 970 ATX w/ Ultra Durable 4 Classic, On/Off Charge(71.99)
RAM: 2x4g G.SKILL Ripjaws($79.99)
Graphics card:XFX Double D AMD Radeon R9 280 3GB GDDR5($279.99)
Power Supply:Thermaltake SMART Series SP-650PCBUS 80 PLUS BRONZE($59.99)
HDD:1TB SATA-III 6.0Gb/s 32MB Cache 7200RPM HDD($79.99)
OS:Windows 8.1 (64-bit Edition)($109.99)

All prices off of Newegg.com
Total: $781.92
Also customized a CyberPower and got:
http://www.cyberpowerpc.com/saved/1GBEVR

Which costs more because of the other components

WOULD PREFER HAVING A LOWER COST FOR A HIGHER/SAME PERFORMANCE!

Solution

I like this a lot better than everything else.

BUT get this msi motherboard instead, it will give you the option to always run the cpu in turbo mode, ALL 4 cores at turbo speed at all times.

MSI B85M-P33 LGA 1150 Intel B85 SATA 6Gb/s USB 3.0 Micro ATX

I can vouch for this but not on the h81 but in reality I've not tried the h81 but only the b85

All motherboards should let him use turbo mode.

As a full time speed, never coming down from the turbo clock mode? That was not my experience with the H61'S FROM ASROCK OR MSI. Mind you I never tried on a h81 as I mentioned above.
