Stuttery, teary and laggy video?

Hello!

I've been having a problem recently; very recently, that has never happened before. My video on sites like Facebook and YouTube is 70% of the time stuttery and jittery, as if the screen is tearing, and it lags behind a lot. a person in a video will slide out of place and go back into it, and nothing I do fixes it. I've tried the Shockwave flash fix, but that crashes my PC on videos.

On YouTube, it tends to only be on 720p/1080p and it takes a while to load, as if my PC is slow. But it's not, it runs as it always does on games, and Facebook has it on all definitions. My internet is mediocre, 7MB/s, but still fast enough and this has never happened before.

I'm stuck. Please help!

Did you restart the computer after clearing the cache?
