If you're under $200, a 27" is not a great idea IMO, the good ones at that size are all over $200. Something that would help is, do you want a TN film type monitor or a IPS monitor? TN's tend to have high refresh rates and super-low lag but the picture isn't that great and the viewing angle is limited. IPS(including LPS) have fantastic picture and color representation, and have a wide viewing angle but typically are locked at 60hz refresh and aren't as low-lag. That will make a difference in the choices that are considered.
