1500$ PC BUILD NEED IDEAS PLEASs

My total cost cant be over 1500 and that cost must include os, monitor (preferably 27''), and a keyboard and mouse.

I play mainly Skyrim with mods and minecraft.
I Also play a lot of dayz and other open world games but mainly the first two.

Funny you should ask, I just built a gaming system that cost about $1600 (well okay, closer to 1700). The first two steps you've already established: the purpose of your build and the budget. I built mine to overclock, and it includes also Windows, a monitor and keyboard. It was a priority to future-proof things so I got a Z97 motherboard that had support for both M.2 and Sata Express, because right now it's too early to tell which standard will be adopted. Honestly it doesn't need to be a huge priority though, I'd do a few things different if I had it to build again.

Will you be fine on a 1080p 24 inch? If you must have a 27", what resolution would you prefer? 1080p or 1440p?

True, I got a 24" because that's all I wanted. You can also get a lower PSU than I did, I bought an 850W because I was planning to SLI in the next year or two. If this is your first build I tend to discourage folks from using water cooling, but a great CPU heatsink/fan that costs less than mine is the XIGMATEK Dark Knight II SD1283 (it is louder than mine, but still quieter than any water cooling solution).
