Easy question about Windows 8

Why is the default background just a black screen. I found this on any new accounts I made after the one I actually use (I was originally trying to fix the fact I didn't use my actual name when I set mine up). I'd just like to know why it happens, but I'm not too bothered about fixing it. Is this just a bug within 8 or something

I've figured it out, it defaults to unsaved theme which is used in my account, but the wallpaper on that theme is saved in my dropbox, so as a result you get a black picture. I don't know how to get it to default to the Windows themes though
