Why is my CPU reaching 70C + and only seems to be using 2 out of 8 cores at most times

Ok so my dad just bought a AMD FX8350 Black Edition 8 Core Processor along with a Cooler Master Hyper TX3 Evo Tower Cooler for CPU and this MoBo Gigabyte 990FXA-UD3 SKT-AM3+ Motherboard. His case is a Cooler Master Elite 330 and he has 1 140 mm fan on the front and 1 120 mm fan on the back.
Nothing is overclocked and all is standard as he has just assembled them.
Whilst the computer is idle i am getting temps at around 50c to 60c and when playing a game and using Photoshop it reaches almost 80c and i know that's far to high of a temp. I seen his GPU at 77c just before. (Note these temps are took when the side casing is off as it reaches 70+ when its on) His whole side casing is extremely hot to touch and his cpu cooler is even hotter to touch when its on.

Like i said these are temps when he has the side case off, i told him to keep it of until we get a solution for this as the case and cpu cooler should defiantly not be that hot.
Also his whole system seems to be running sloppy, his 4 core CPU was running better, It seems only 2 of the 8 cores is doing all the work as both are at 100% usage, is there anyway so we can spread the load out evenly between the 8 cores.

First of all your focus should be on the core temp. Your core temp max is 61.1 for the FX 8350. If your socket temps or cpu temp in Hardware Monitor go above the low 70's there is cause for concern.
The second thing is the Coolermaster Tx3 is not a good enough heatsink for your cpu. You need at least a coolermaster Hyper 212 plus or evo. That is your main problem.
You need a 120mm Heatsink not 92mm. The Tx3 is for a 2 or possibly 4 core.

Thanks for the reply, im currently running a 212 evo on my setup and its cold to touch at all times no matter what i do. the cpu cooler my dad has on his setup is very hot to touch and when i say very i mean its hot enough for me tell him to keep his side casing of until we can find some solution's.

First, your hand is worthless as a thermometer in these scenarios, 40C will burn you in a couple seconds so your definition of "hot" is still "cool" as far as electronics are concerned.
Though you do say that the side of the case is getting hot, this implies that it is heatsinking into the case rather than into the air and then out into the room, this is likely the source of your issues. This would lead me to suspect you have insufficient airflow so the air is going in, heating up, and just sitting there dumping its heat into the case. Check the two case fans and make sure they are working and that you have one intake and one exhaust(rear/top is generally exhaust).

Yeah he downloaded them when he set it up from the official sites.

Yep front 140mm is intake and back 120 mm is exhaust
