The PSU you have is decent. I'd stick with it if it's not too old.
For a system with a R9 290 it is recommend you get a PSU with 650W, two PCI-e connectors and 31A on the +12v rail.
The one you have covers that, and is of good quality.

Looks like that one comes with a 3 year warranty, so that's about how long the manufacturer feels comfortable protecting it. If you've had it for more than 3 years, it's probably still fine, but if you want to replace it, I'd go with

If it is currently running, then I don't think it was damaged during the power surge. Am I understanding you correctly? It is currently running? If so, and it's only 2 years old, I'd stick with it.
yeah, i actually bought a cheap 5450 from my local pc store just to test if the pcie slot in my MB was working, it is, i've been playing arma 3 on this 5450 and well lets just say even on full low and 50% sampling its a horrible experience but i've had no crashes/bluescreens/ or anything, im guessing the such terrible performance is down to the 5450
