Changing my CPU Clock Ratio is causing a boot problem

Hello everyone! First off, I run an FX 6300 processor in a Gigabyte 970A-UD3P motherboard, with an R9 270X and a Rosewill 650W PSU.

My problem is not that my computer fails to boot.
If it's shut down and I press the power button, the fans and lights will come on for a second, then they'll turn off for a couple seconds, and then the power will return and the system will boot normally.
If I restart the system, it'll actually lose power for a second before booting again.

None of this happens if I use my optimized default BIOS settings, but I recently tried to overclock my CPU and it seems that changing the CPU clock ratio to anything besides 'Auto' causes these startup problems to occur. Even manually setting the clock ratio to its stock value will cause the problem.
I read accounts of other people experiencing this on,off,on startup problem which led me to believe that the CPU is not getting enough voltage, so I tried increasing CPU Vcore slightly, and that didn't help. I also tried turning off all of the power saving features for my CPU such as Cool&Quiet, C6 state, etc.

I've read posts by some people saying that this sort of thing isn't a problem, but it would ease my mind if I could have it start normally when it's overclocked instead of looking like it's going to die everytime I press the power button.

Some board settings require a reboot.

I have had Intel boards in the past that did the exact same thing when overclocked. It was never an issue for those systems. Some even had that resolved with a future bios update.

Please note bios flashing has its own risks involved.

Many of my boards only did it on the first boot after the system was plugged in(so after a power out, the next boot would do it as would moving the system from one room to another. any time it was unplugged or lost power), but some systems try to save power and do not leave as many parts in standby.

Well, I've messed with it some more and the problem persists. I've set some voltages to manual at stock values and I still have all the power saving features disabled, I have HPC enabled, and the CPU's base clock, multiplier, and north bridge frequencies are all set manually to their stock values. If I completely shut off the system and turn it back on again twice over, I still get the scary on,off,on start.
And maybe that isn't a serious problem, and it won't dissuade me from overclocking, but it really bugs me.
Is there no solution to this?

I also looked for BIOS updates for my board. There's only one newer BIOS version to download, but it's in beta, so I didn't.

So far, It was never caused any issues for me with systems doing that. I just did not like hearing the hard drive start stop start.

i have the same problem same mobo i use an fx 8320 i hate that start stop boot but its not a problem...after many searching.. no solutions no problems in the future buy 990x mobo and i hope all works good..
