Unable to update and install programs

Just recently I've been unable to install programs that need to access the internet via it's own installer or update programs through their installer. I can physically download things fine, the programs themselves seem to not have the ability to access the internet.

Specs:
mobo: AMD 970a-d3
CPU: AMD Phenom II x4 955
GPU: AMD Gigabyte 6870 Windforce
RAM: 8GB (4GBx2) Patriot
OS: Windows 7 Ultimate SP 1


Can anyone offer suggestions?

Avast has a software updater built in it seems. I attempted updating java manually through it's own installer, but it wouldn't work. Just tried through avasts "Software Updater" and it installed... strange.

EDIT: Just ran a full system scan, my PC is clean and the problem is persisting.
