Wih this CPU Intel Core i3-4130 Haswell Dual-Core 3.4GHz and this GPU MSI N750-2GD5/OC G-SYNC Support GeForce GTX 750 2GB 128-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card , would gaming be fine? Just want WOW on top setting. Have MSIZ97 Mobo, and trying to cut on cost over a $200 i5. Thanks for any help you can give.

P.S. is it better to have 2x4GB RAM or 1 1x8GB RAM?

You will want 2x4gb for ram, and that CPU will be just fine with that GPU. You will not be playing on ultra though. My system does ultra, but struggles in World Boss raids. Expect to have to settle for settings on good. If you didn't already have the motherboard, I would say buy a less expensive one, with the i3, and get a better GPU.

Ok if you meant 2 modules of 4 gigs each on dual channel that will be faster than a single module of 8 gigs..
If you meant 2 modules of 2 gigs each summing up to 4 gigs vs an 8 gig module i would go with the 8 gigs for the simple reason that 4 gigs is very little nowadays.
