Booting up new build PC

I've just finished assembling my first PC, and I'm going to install Windows tomorrow. When I booted the system up to see if it worked, it went straight to a message asking me to insert boot media, no BIOS splash screen. Is this normal? I thought the BIOS was accessible before the OS was installed?

You just need to change the boot priority. Its waiting for the Windows disk. And you have to enable the logo showing

So how do I enter the BIOS and change the boot order after installing windows if It skips the splash screen that prompts you to press DEL or F2 or whatever to enter the BIOS?

You press F2 on start up and hold it.
