Fps below average?

I just finished building my rig and wanting to play wow on ultra settings.
Can someone tell me why my fps is so low. It's current running at 25-40 fps out of combat.
Specs
500W PSU
i5 4670 3.4GHz
4gb RAM
Asus r9 280x OC II Top
And what I need to upgrade to play on ultra because If i can't play on ultra on an old game like wow I wouldn't be able to play on high/ultra settings on the latest games.
For one I know I need a minimun of 8gb of RAM but anything else is appreciated.

Yes that was the setting I was interested in. The thing is you turned down the details and the FPS went up, which heavily implies that it's the gpu holding you back @ ultra.

I kinda want to blame the game at this point, look for any settings that are a framerate hog... things like shadows, water, AA settings (such as SSAO), draw distance, stuff like that. You should be able to strike a balance here where the game both looks great and runs smooth.

I posted another post prior to this and was told that needed an upgrade too.
Will those two really up my FPS to where it should be?
I ran stress test using both unigine heaven, 3D Mark 11 and MSI Kombuster. The fps did fine on those.
I also ran a stress test on my cpu using IntelBurnTest.
All tests were done on max settings and it passed every single one.

Operating system: Windows 7 Ultimate 64-bit SP1
PSU: 500W Enermax Naxn 80+
CPU: Intel Core i5 4670 @ 3.40GHz
RAM: 4 Gigs Skill Ripjaws X DDR3 PC12800/1600MHz
Motherboard: ASRock H87 Performance
GPU: 3072MB ATI ASUS R9 280X Series
HDD: 298GB Seagate
 


How many watts was yours?
 
Changing PSU won't help FPS. Neither will adding more RAM. I would be looking at these areas if the OP was suffering from stuttering or crashes, but not just a general low fps.

OP, turn down a couple of the settings (in particular turn down AA settings) and see if FPS improves

I should assume so R9 280x is enough of a gpu play wow on ultra but mines not able to even though it passed gpu stress tests with good results on 3 types of stress tests.

I do have GPU tweak and the power target is 120%.
I just ran borderlands 2 with max settings and was getting a solid 60 fps as it was capped but would sometimes dip to 59 fps.
Don't know why I can't play wow on ultra though.
