FPS lags whenever under 60

So I have had this weird lag problem for a while and some time ago noticed it occures when fps goes under 60... it shouldnt lag when its 30+. So lets say its 57 and lags like its 20. And then the most mysterious part is that when I turn on LOWEST of all settings it still has fps lag in same situations with a GTX 660. But when I play offline I NEVER lag even abit. I was sure and some other ppl too including the company i bought my pc parts from said that it might be norton causing it since it only lags online. Today removed norton (with the tool) and didnt help. Im quite clueless. All drivers updated, Windows updated no dust at all inside pc (regular cleaning) no high temps on CPU whatsoever, not clocked (dont want to until this is solved). And top of that the GFX card got replaced old was EVGA 660 SC. now its ASUS one.

Sry for quite long message, my 1st ever in here. Usually I am able to solve these by myself but this is something I cannot.
There was other topics about this but didnt find perfect answer for this.

Specs:

MOBO :Asus P8Z77 V-LX Motherboard
SSD : Samsung 120gb SSD
GPU :Asus Geforce GTX 660 DirectCU II
CPU :Intel i5-3570k
PSU :Corsair CX600
RAM :G Skill RipjawsX 8GB

Monitor is some ACER 27"

I use vertical sync. And I have tried friends monitor which is same that I got but did not help. And all different HDMI DVI cables etc.

When I have like Chrome tabs open on the background when I play the image seems to be cracking and when I close them it stops... And now tried WoW without Vertical Sync the image seems to be like "floating" and cracking almost without any tabs even being open on the background. This is just terrible.

And without vertical sync 70-160fps almost everything lags..
