Need a tad of advice!!!

So guys i have Core 2 Duo E4700 2.4 GHz processor and R7 250 2gb DDR3 and i have a what you call a low quality power supply with only 22 amperes and 264 watts (although it is written 450W) on the psu. So i am getting a good core 2 quad processor with 4mb cache Q8400 for 5,500 and the i am also getting 8mb cache processor for 6,500. So mainly i need advice on two things.

1)Can i go with the 4mb cache processor? I if i buy a good one i think i will only get 8% to 10% increase in performance right?

2) I want to buy the cheap one cause i don't have a good supply so i can save some money here to buy a good power supply. And also i wanted to ask that my power supply won't burn right considering both the processor (core 2 quad) and the graphic card will take about 160 watts and 13 amperes and i have 22 amperes with 264 watts.

Just save up and get a better system, instead of throwing money at what you have. Motherboard compatibility would determine if the CPU will work for you. The 264 watts is probably just for the 12v rails. 22a is enough for what you are using. The r7 250 isn't exactly power hungry. I would save till you have at least enough for an i3 4130/4150, 4gb of ddr3, and an H81 board. Preferred would be i5 4xxx/8gb/H97.

Really i know i have to save up for i5 or i7, but i will start saving up for it after buying the processor since i pre-ordered unity and have watch dogs lying which i cant play on core 2 duo so that is why i want to upgrade processor and it will be like a really long long time before i can be able to build a fully i5 pc. So certainly not being rude but can you please tell me if i can go with the 4mb cache processor?

I don't see you playing Watch Dogs, very well, on any core 2 based system. Not to mention, your GPU is pretty weak as well.

Minimum requirement is a Core 2 quad 8400. Typically, just meeting the minimum is not going to make for a very enjoyable gaming experience.
