I prefur windows 7 but with windows 8 and 8.1 they changed the transfer rule and its easer to move it to another computer or make big changes with out affecting its license as with the older windows oem's

Windows 7 Professional as its usually cheaper than Home Premium, And unless you plan on installing it on multiple systems just get the Oem version if its cheaper. Windows 8.1 is still ok, But it does still have problems. And make sure to get 64 Bit!

Where do you see Win 7 Pro cheaper than Win 7 Home Premium?

And 'multiple systems' only counts if you buy a license specifically allowing multiple installs. 1 license, 1 PC at a time.
