If you're logged on as a user with administrative privileges (you can check this in start > control panel > users) you should be able to install it without any issues.

Alternatively, you can right-click on the setup file and click "Run as administrator" just to make sure...

You can try installing without using admin permissions, but depending on the game it might not work. So as JeckeL said you can try and right click > run as administrator
