Graphics card not working properly in PCIe x16 slot

I recently noticed I only had my GTX 770 in the x4 pcie slot in my motherboard. When I went to put it into the pcie x16 slot and booted up my computer, it acted as if there weren't any drivers installed. I tried installing the latest drivers from nvidia but it said install failed. Anyone have any idea what's causing this? I really would rather not have to run my card in the x4 slot :(. (My motherboard is a Gigabyte GA-970a D3)

No, how do I go about doing this? I can't find that option anywhere in the BIOS
 
I think it should be something like this -
