RAM Overclocking and Underclocking

Hey guys,

I have an AMD gamer rig I'm about to buy and I simply want to know if higher bandwidth RAM will be able to underclock to a lower frequency in order to achieve *much better timings* than typical RAM rated at said underclocked speed.

(FOR Example- I would purchase 2400MHz RAM then underclock it to 1866MHz to tighten the timings substantially. Instead of using the typical CL timings of 9-10-9-27 used by most 1866MHz RAM modules, I'd want to use something lower like 7-8-8-26 if possible since the RAM is capable of much higher bandwidth).

--------Here are the specs for RAM modules I've looked at in depth, all of which are AMD Radeon R9 Gamer Series or AMD Performance Edition RAM modules----------

PC3-19200 @2400MHz CL 11-12-12-31, timing at purchase
PC3-17000 @2133MHz CL 10-11-11-30, timing at purchase
PC3-14900 @1866MHz CL 9-10-9-27, timing at purchase

The idea is to use more powerful RAM (2400MHz or 2133MHz or something) and then underclock it to achieve really really realllllllly low latency not typical of 1866MHz memory.......otherwise the extra money is not worth the teensy performance improvement.
