Computer wont boot with graphic card inserted!

Hello! I have a Sapphira Dual-x r9 280 graphics card. When I insert it in slot 1 the computer wont fucking boot!?

Specs:

Sabertooth P67 motherboard v3.
graphic card as mentioned
Corsair Vengeance 8gb
No harddisk connected, the problem is with the graphic card or mobo I think...

When I remove the graphic card and try to reboot, it wont work. But if I reinsert the 12V cable from the PSU and the other power cable the computer starts and a red light flashes as it indicated that I need to connect a GPU...

So the pc isnt broken, but what is my problem?

PS!!!: The fans on the gpu move for 1 second when I try to boot the pc witht he gpu connected...but the pc wont start at all!

Sounds like the PSU... do you have a old GPU to swap in? better yet a PSU to swap in?
