cpu usage 90-100% in all games

So i've been having this problem for a while, I've had this computer for a while, its crap compared to what you can get nowadays but I was happy with what I got from it, I played everything that I want with good settings and good framerate. But for quite some time now, it got a performance hit in everything cpu related and I don't know what to do anymore, checked bios, updated chipset/bios, format, malware/virus scans, defragmentation, nothing, I don't know whats going on and i'd appreciate if someone could help me.
I can't run counter strike source at over 120fps, and I used to have 250+
Most mmorpg's are unplayable, especially wow, I have 15fps in orgrimmar if I move the camera around and I used to have 40 with everything settings on high. Counter strike go also got a hit, went from 120-130fps to 60-80. The cpu barely hits 46ºc so I really do not know what it is, it might be the psu voltages that are fucking it up but psu's is something i'm still learning more about and I can't tell whats right or wrong yet.

My system:
Gigabyte 6670 2gb ddr3 (no oc)
AMD x2 245 2.9ghz (no oc)
Dell motherboard
4gb ddr3 1066 ram
500gb hdd seagate
420watt psu (forgot the name of the brand but if needed i'll open the case to see it)

I do have to point out the motherboard is nearly hitting the 60ºc, maybe thats the problem?

I would reset my BIOS to start and insure everything is up to date driver wise.

It's kind of hard to gauge performance using games. Especially WoW which is very environment dependent (the population in Orgrimmar will drastically affect it's performance, and depending upon your settings, those FPS wouldn't be surprising).

Other than the WoW thing I just mentioned, the other FPS in games isn't bad with that GPU either. Again, it's just hard to tell with games - if you forced-enable AA or something in your GPU settings, or something to that effect.

I'd find some GPU testing software and see how your card/cpu compare. Objectively looking at this, I don't actually see a problem.

I understand what you're trying to say, but I did have 250fps, it was with a config, but with the exact same settings and config now I have 120, hope that makes more sense now.

I did do 3d mark and my overall score was pretty similar with people with similar specs, whats bothering me is, I used to have great performance on some games and somehow, I dont have it anymore, i'll try and give some more examples;

I used to have 45-60 fps on skyrim everything on high, all reflections turned on, and no aa.
Now I have 35-45 with some settings set to medium and some reflections turned off.
And decreasing and increasing resolution doesn't seem to do much.
DMC, around 70-80 fps everything on high, 35-45 now everything on high
the list goes on.
your suggestion is for me to reset my bios?

The mainboard has higher temp than cpu that's something odd imo.

I honestly think it's a problem with Windows & them drivers. Might not be drivers since your benchmark score is ok. I would reinstall the OS or reset to factory settings.

I thought it couldn't be the drivers because of the same exact reason. I already reinstalled windows 7 2, 3 times in the past 2 months and its always the same, I think that it might be something with the motherboard but I have no clue on how to check that, i've seen the motherboard's transistors, if they were swollen on the top, and they're perfectly fine.

Reset your bios to insure all your clock and voltages are defaulted.

With 3D mark telling you everything is similiar to others of the same type, I don't know what to say. I honestly don't even think the performance you mention are even accurate for your build (in other words I expect the decreased performances you mentioned to be on par with the build you have).

I play on a 1360x768 resolution, if that helps it to make more sense.
All the performance that I posted above are correct and thank you, I will try to reset the bios :)

Cleared the cmos, added new thermal paste, cleaned the fans, it seemed fine and all, but i'm almost hitting 100% playing sims 3, and I can't reach 60 fps on it without stuttering loading everything, I could play sims 3 perfectly before with the same ingame settings with around 70/80% usage. Skyrim is 100% usage and my fps lowered to @30 everytime. Any ideias? Can it be the power supply not supplying the proper voltages?

HWMonitor will should you the current voltages. I'm doubtful that's the issue though.
