bad cpu? or motherboard? help

I recently bought a new pc( gateway e1600) it is kinda old but i dont care about that, and i bought and IDE hdd for it (did set jumper correctly) and windows wouldn't install on it, so I tested it with ubuntu and that worked!(also tried zorin and it worked)
Anyway, i took my pc down to my grandmas to hook it up to her pc and installed windows(using a disk) from there, it 100% worked!, I booted windows and opened up a few items just messing around on it then brought it back down to my house, and hooked it up to my pc and to my surprise I got a black screen saying "“Your PC needs to restart. Please hold down the power button. Error Code: 0x0000000A.” now this really stumped me, I removed the cmos battery and held the power button for a while then left it for like 10 minutes then came back and removed unnecessary stuff(cd drive, floppy etc). I then turned it on and setup the time and everything, but still doesnt work. Does this mean a bad chipset? Bad motherboard?(rare but possible) please help I have no idea what to do from here

Legal windows copy(windows xp) and when i attempt to re-install it it brings me to a blue error page(forgot what it said)
theres 2 partitions,C: and D: c being the windows partition and d empty. and yes i held the power button and then turned it back on then same thing
cant reinstall windows
will update bios

yes i did install on the target drive, and i cant reinstall windows cause it brings me to an error screen, the only reason i have windows on it now is by hooking my hdd up to my grandmas pc then installing it from the cd there
