Help in diagnosing if this is a PSU problem?

Hello Tom's Hardware! I recently built a new computer using some of my older computer's parts in the process. Unfortunately I think the PSU is dying (It's a 6 year old generic 600w PSU) The computer worked for a while but now it does the following:

Here are my symptoms:
1. Motherboard LED lights up but when I press the on switch on the case, nothing happens.
2. One time the LED Fans lit up for a second but then turned off again.
3. IF THE PC DOES TURN ON. System is very unstable when gaming. It hangs a lot.
4. PSU Fan is noisier than normal.
5. Accessories connected to the PC turn on (I have an external fan connected via usb, as well as my LED lit mouse that both light up even if the PC itself isn't powered on)

Is my PSU dying?

My present build is:
Intel(r) Core i5 Quad Core 4460 3.2Ghz @ 3.4ghz
Corsair Vengeance 8gb DDR3
320Gb WD HDD 5400RPM 2.5"
Deep Cool Ice Edge Mini FS
Palit GTX 650 1gb OC edition
ASUS B85M-G

I'm fairly certain the PSU is dying (+12v rail(s) to be specific). I had a faulty PSU and it exhibited the same symptoms. They make PSU testers that can diagnose them for something like $20, but the price of a good new PSU is on the order of $80. I would recommend this SeaSonic 550W 80+ Gold PSU as it is a very high quality PSU from a reputable company.
