Computer boots to black screen if I unplug it.

So basically this brand new computer I got boots to a black screen if I unplug it and then plug it back in. I do a normal shut down and I unplug it because a thunderstorm was coming. When I turn it back on it boots to a black screen. I hold the power button to shut it down and it works on the second try. Why is this happening? I do hear a high pitched noise coming from it to when I plug it in.

That high-pitched noise is probably the power supply unit. Check where the noise is coming from. If it is the PSU, you have to replace it so it doesn't damage any parts.
