Dual Monitors Setup

Need help on running a game on one monitor and using my other monitor for web browsing.

as soon as I start up the game it "screen locks" me so I can't go outside the 1st monitors borders..

is this normal?

You typically can't unless you run the game in Windowed mode. If you run a game in full screen on Windows you have to tab out.

There are little programs and instructional guides that allow you to do this.

One solution is to play your game windowed and use a program called Shift Windows to hide the borders, then just alt tab to your other monitor.

You can also use Actual Multiple Monitors and set a hot key for Ignore Deactivation that'll largely do the same thing.

Point is, there's more than one way to skin this cat. Find the solution that works for your particular game, and there you go.
