I'm in the market for a new GPU as I've been told it's what the current bottleneck in my system is. My goal for this is to be able to run anything on at least Medium settings and stream it at the same time on the same PC. I was informed that the gtx770 is really good but a 350$ price tag is a bit much. Is there a cheaper choice that works well with my CPU? Also, would nVIDIA or ATI be better? I was always told AMD for GPU and Intel for CPU but I'm not sure how true that stands.

I'm also looking for a new monitor as the one I have feels really off in terms of colour. What is generally accepted as a good gaming monitor with a price tag at or less than 250$?

Current Specs:
Win7 64-bit
Gigabyte Z77-D3H
Intel Core i7 3770k @ 3.50ghz
ATI Radeon HD 6950
16 GB DDR3 @ 667MHz RAM

I really don't see any bottleneck in your system. You paired a high-end CPU with another high-end GPU.
There's actually no bottleneck issues.
But if you really into upgrading you could upgrade the graphics card:-

For the monitor:

This way you could reallocate some of your budget from the display to the graphics card.

P/S: A cheaper (lower end) graphics card is really not recommended as your graphics card is already a high-end one.
