Running gpu on a slightly lower than recommended pu watts?

So I have a Hp compac dc7900 convertible mini-tower and I would like to add a Nvidia quadro fx 3700 which has a recommended PU of 400 watt...Now my Hp power-supply max power is 365 watts can it burn my graphic card or I can use it safely?!

On a good power supply you'd be OK. But prebuilts have crappy power supplies.

I actually have no idea of what you just asked about, my motherboard is hp as well and the power supply is an hp manufactured.

ATX is a specification, not a brand. A lot of prebuilts use proprietary parts rather than interchangeable ones, which tends to make upgrades interesting in a very undesired way.

See http://en.wikipedia.org/wiki/ATX - it'll tell you sizes and connectors for ATX. If you HP PSU is the same, then you can buy most any PSU to fit in your case.
